Joe graduated from the University of Wisconsin Green Bay in 1972 and went to work for Racine County as a planner in February of 1973. Joe obtained a master’s degree from the University of Wisconsin Parkside in Public Administration. He then took the reins of the County Tax Lister’s office until his retirement in March of 2000.

Joe was married in 1979 to Judy Wiltsey (Levin) and helped raise her two daughters, Lisa Essi and Alexandra (Lori) Scott. In 1992, Joe and Judy were divorced. Joe was an avid sailor and a life member of the Racine Yacht Club. Joe sailed in 35 Chicago to Mackinac races, 10 Port Huron to Mackinac races and many races throughout the Midwest and in Racine.
